With the FCC’s Feb. 26 vote looming, ISPs have launched a last-minute campaign urging the Commission to extend any rules governing traffic exchanges and peering arrangements to cover CDNs and other transit providers as well as last-mile networks, leading to a flurry of dueling filings with the agency.
