The European Commission’s DSM strategy appears to take dead aim at territorial exclusivity. One of the “pillars” of the Digital Single Market is “better access for consumers and businesses to digital goods and services across Europe.” Specifically, the European Commission singled out a “modern, more European copyright law” and ending “unjustified geo-blocking” as two of its goals, saying that it “wants to ensure that users who buy films, music or articles at home can also enjoy them while travelling across Europe.”
